Health and Economic Recovery Omnibus Emergency Solutions Act or the HEROES Act

This bill responds to the COVID-19 (i.e., coronavirus disease 2019) outbreak and its impact on the economy, public health, state and local governments, individuals, and businesses.

Among other things, the bill

  • provides FY2020 emergency supplemental appropriations to federal agencies;
  • provides payments and other assistance to state, local, tribal, and territorial governments;
  • provides additional direct payments of up to $1,200 per individual;
  • expands paid sick days, family and medical leave, unemployment compensation, nutrition and food assistance programs, housing assistance, and payments to farmers;
  • modifies and expands the Paycheck Protection Program, which provides loans and grants to small businesses and nonprofit organizations;
  • establishes a fund to award grants for employers to provide pandemic premium pay for essential workers;
  • expands several tax credits and deductions;
  • provides funding and establishes requirements for COVID-19 testing and contact tracing;
  • eliminates cost-sharing for COVID-19 treatments;
  • extends and expands the moratorium on certain evictions and foreclosures; and
  • requires employers to develop and implement infectious disease exposure control plans.

The bill also modifies or expands a wide range of other programs and policies, including those regarding

  • Medicare and Medicaid,
  • health insurance,
  • broadband service,
  • medical product supplies,
  • immigration,
  • student loans and financial aid,
  • the federal workforce,
  • prisons,
  • veterans benefits,
  • consumer protection requirements,
  • the U.S. Postal Service,
  • federal elections,
  • aviation and railroad workers, and
  • pension and retirement plans.

On its 75th anniversary, the United Nations is demanding a ‘global reality check’ and has launched the biggest-ever global conversation on how to address the world’s most pressing issues such as climate change. Heeding the UN’s rallying cry to help build the future we want, IBM is joining forces with key UN agencies and world leaders to help tackle the climate crisis.

Following two successful years, the 2020 Call for Code Global Challenge encourages and fosters the creation of practical applications built on open source software including Red Hat OpenShift, IBM Cloud, IBM Watson, IBM Blockchain, and data from The Weather Company. The goal is to employ technology in new ways that can make an immediate and lasting humanitarian impact in communities around the world.

A recent global IBM study conducted by Morning Consult surveyed more than 3,000 developers, first responders and social activists across China, Columbia, Egypt, India, Japan, Spain, United Kingdom, and the United States, and found:

  • 77% of first responders and developers surveyed agree with the statement ‘Climate change is the single most pressing issue facing my generation.’
  • 79% of respondents agree that climate change is something that can be reduced or combated with technology.
  • 87% of respondents feel it is important that a potential employer has taken action on climate change.
  • Three quarters of respondents agree that the open source community can help scale climate change solutions to communities in need.
  • Eight in ten respondents agree that most people want to do something to help combat climate change, but don’t know where to start.

Over 180,000 participants from 165 nations took part in Call for Code in 2019; they created more than 5,000 applications focused on natural disaster preparedness and relief. This year Call for Code is challenging applicants to create innovations based on open source technologies to help halt and reverse the impact of climate change.

Prometeo was developed by a team comprising a veteran firefighter, an emergency medical nurse, and three developers. The Coronavirus outbreak is now a global challenge. Poorly regulated live-animal markets mixed with illegal wildlife trade provide viruses with opportunities to spill over from wildlife hosts into the human population. “Most of the focus I think remains on an unknown impact of China’s expanding coronavirus issues,” INTL FCStone said in a note to clients according to Reuters. “We’re all aware the hog markets have long been counting on massive export business to China as our outlet for record large pork production, but now they’re seeing a sharp decline in consumerism, travel restrictions, and now even three port closings until mid-February, which heightens exporters’ anxieties further.”

Tyson Foods, Inc. (NYSE: TSN) announced earlier in August that it has reached an agreement to invest in the foods division of Grupo Vibra, a Brazilian producer and exporter of poultry products. For those with a major case of wanderlust, Skyscanner, the company leading the global transformation to modern and sustainable travel, has made it even easier to book the trip of your dreams. Skyscanner took a deep dive into its data to find the best time to book the vacation you’ve been daydreaming about at your desk. Whether you’re looking to travel to the farthest corners of the world or just the next state over, we’ve got tips and tricks to ensure you’re getting the best value with minimal stress.


Best month to book overall. If you’re looking to book a spontaneous international trip, you’re in luck—February is the one of the least expensive months to book a flight abroad ($698 on average). If you need more time to plan that European getaway, set your calendars for August, when average prices for international flights are $716 on average. For those looking to explore the US, the best value can be found in August and September ($271 and $269 on average, respectively). If you’re looking for the best deals, hold off on booking in May. Prices for both domestic and international flights are 12 and 19 percent more expensive compared to the lowest average price.

Best month to book the most popular routes. For those considering London or Paris, August is the month to book, with a $597 average flight price for London and a $501 average flight price for Paris. Domestic travelers find the best value booking in September, when the average price for a flight to New York, Los Angeles or Chicago is less than $300.  

Best day of the week to book. It’s unanimous! Whether you’re traveling with or without a passport, the best day to book your travel is Saturday. Avoid the urge to check flights on your Monday morning commute—it’s the most expensive day of the week on average to book both domestic and international flights.

How far in advance to book. No surprise here, as the data has stayed pretty consistent over the years. The optimal booking window is 2-3 weeks out for domestic flights.

Best month to fly overall. For domestic travelers looking for the best value, September is the month to fly. You’ll want to avoid the airport in July, as domestic flights are at their most expensive. For international travelers, March is the best month to fly and December reigns as the most expensive month.

Best month to fly to the most popular destinations. Fall seems to be the season. Whether it’s London, Las Vegas, Los Angeles or Paris, the months of September, October and November offer the best travel deals, while the summer months are for the most part more costly.


Best month to book a hotel. September is the optimal time to book your dream hotel stay in the US, with savings of 6 percent compared to the average price for the year. Avoid October, as this is the most expensive time to book a hotel stateside. If you’re looking to go abroad, you’ll find that July is the ideal time to book your hotel while December is the month to avoid.

Best month to stay at a hotel. If you’re looking for the best value, March is the time to enjoy a hotel in the US. If you’re looking to explore a new country, September is the month to stay—rooms tend to be 9 percent less than the average price for the year.

Most popular month to book. When looking at hotels both domestically and internationally, the data shows that May is the most popular month to book a hotel.

Most popular month to stay. Summer is all about the crowds, and when it comes to hotels, both August and May are the busiest months for domestic and international travelers, respectively.

When to book to get the most value during popular months. Domestic travelers looking for the best time to book their August hotels should consider booking 16 weeks out for 31 percent in savings when compared to the average price. International travelers are advised to book their May stay as far as 22 weeks out for 44 percent in savings compared to the average price.

Where do you see social media going in the next decade starting 2020?

We’re making a massive societal shift from the broadcast mindset to a conversational mindset. Some brands are already great at creating a human, personalized way of talking to people but it’s not pervasive, and it’s not across all social and messaging channels. In the next decade, we’ll see this change – creating human connections will be the most strategic investment that a brand can make.

Every single business will use social media to communicate with customers – it won’t be thought of as a separate channel for marketing. Social will be the main way companies in every industry – B2B and B2C – connect marketing, advertising, research, care and engagement. And, data from these interactions across social channels will be integrated into every department to help brands increase revenue, reduce costs and mitigate risks. Some Sprinklr customers who are advanced in their use of social – like Nike and Microsoft – are already doing this really well. But it will become essential for every company to do this if they want to survive and thrive in a landscape where customer expectations will only increase.

The way people and brands share information and communicate across social and messaging channels will also change. It will become much more visual – more videos, more images. The rapid popularity of TikTok and continued growth of Instagram shows the potential for this type of communication. And, with our Sprinklr data, we can see that images are often shared more than just text-based messages when consumers talk about major events like the Olympics and holidays like Halloween.

What are the biggest challenges companies face when managing social media?

One of the biggest challenges most companies face when managing social media is creating a unified view of the customer across all channels and a unified approach to the customer’s interactions. If a customer reaches out to a brand on Twitter, Facebook, Instagram, website form, phone, etc – they should always get personalized service with the same brand message. Vade Secure Report Reveals that PayPal and Netflix Phishing Surged in Q3 2019

BOSTON, Nov. 7, 2019 /PRNewswire/ — Vade Secure, the global leader in predictive email defense, today published its Phishers’ Favorites report for Q3 2019, which ranks the 25 most impersonated brands in phishing attacks. According to the report, PayPal has overtaken Microsoft to claim the number one ranking for the first time. Netflix was not far behind as the streaming giant moved up to the third spot with a 14.1 percent QoQ and 73.7 percent YoY growth in unique phishing URLs.

The report, which can be read in full here, was developed by analyzing the number of unique phishing URLs detected by Vade Secure and made publicly available on www.IsItPhishing.AI. Leveraging data from more than 600 million protected mailboxes worldwide, Vade’s machine learning algorithms identify the brand being impersonated as part of its real-time analysis of the URL and page content.

PayPal takes the top spot for the first time

After five quarters, PayPal has become the first brand other than Microsoft to claim the number one spot in the rankings. In Q3 2019, Vade’s AI engine detected 16,547 unique PayPal phishing URLs for an average of nearly 180 per day. This represents a 69.6 percent YoY increase. Impersonating PayPal, which had more than 286 million active user accounts in Q2, is clearly a highly profitable practice for cybercriminals, with no letup in sight.

Office 365 phishing techniques shift towards email randomization

Unique Microsoft phishing URLs detected in Q3 2019 were down by 31.5 percent compared to last quarter. Although, with more than 150 unique URLs per day, Office 365 phishing attacks are still very common.

Moreover, cybercriminals have begun to shift their focus to the construction of the email, leveraging various randomization techniques to break through traditional defense layers. This minimizes the need for unique URLs for each message because the phisher is able to reuse the same webpage across a large number of emails. One randomization technique is to leverage a modified brand logo (e.g. Microsoft logo on a blue background) in order to bypass template matching and feature matching algorithms that can only identify exact matches of the image. To address this challenge, Vade released a Computer Vision Engine that analyzes the rendering instead of the code to detect logos and other images, even when they’ve been manipulated.

In Q3, Vade Secure also saw an increase in both the volume and variety of OneDrive/SharePoint phishing. Attacks ranged from fake notifications directly containing phishing URLs to real OneDrive notifications with a URL to a file where the phishing URL is housed. Vade has also seen the use of compromised Office 365 accounts to directly share a phishing URL, masquerading as a SharePoint file link, with the target.

Netflix phishing surges, with its six consecutive quarter of growth

Netflix phishing has seen steady growth in each of the last six quarters, rising one spot to number three in Q3 (up 14.1 percent QoQ and 73.7 percent YoY). The platform’s popularity is surely a key driver for the corresponding growth in phishing campaigns, as it had over 158 million paying subscribers worldwide in the third quarter, along with 5.5 million free trial customers. In addition, Stranger Things season 3, Netflix’s biggest show of the year with 64 million viewers, was released in July. It’s logical for cybercriminals to capitalize on this excitement to catch unsuspecting people off guard.

Additional key findings within the Q3 Phishers’ Favorites report include:

  • Facebook (#4), Bank of America (#5), Apple (#6), Chase (#7), CIBC (#8), Amazon (#9) and DHL (#10) rounded out the top 10 most impersonated brands.

  • Facebook saw a 20 percent decline in unique phishing URLs in Q3, indicating that the massive growth it experienced last quarter has leveled off.

  • There were 10 financial services brands in the top 25 in Q3. It became the most impersonated industry for the first time, accounting for 37.9 percent of all URLs.

  • A large majority of phishing (79.1 percent) took place on weekdays, while Mondays and Wednesdays were the most popular days for cybercriminals to go on the offensive.
